Rann’s Strategic Plan- all spin no substance

Premier Rann’s Strategic Plan for South Australia has been revealed as all spin and no substance by Opposition Leader Isobel Redmond.

South Australia’s Strategic Plan, first released in 2004, was revised in 2007 when the Premier realised that targets were not going to be met.
 
Of the original 79 targets within the 2004 SA Strategic Plan 15 were to be met in a five-year-plan by 2009 – only one was - SA has maintained its Triple-A credit rating.
 
Today, as the Premier prepares to launch the consultation process for yet another SA Strategic Plan, Leader of the Oppostion Isobel Redmond said that any new goals and targets must be achievable and  the progress on achieving the targets available to the community.
 
“Six years down the track and the 2004 strategic plan has failed on so many fronts,” Ms Redmond said.
 
“Even with the 2007 revised targets the Rann Government has still been found lacking in key policy areas – it once again seems to be another example of Mike Rann’s spin and not delivering to SA what he promises.”
 
Some of the targets that have not been met include:
 
• Treble the value of SA export income to $25 bill by 2013 – Failed –In 2001-02 SA exports $9.1 bill 2010 value SA exports down to $7.9 bill
• Reduce Road fatalities by 40% by 2010- Failed- DTEI fig. show 119 road fatalities last year (same as in 1953) as of 26 July 2010 76 fatalities.
 
“Using the SA Strategic Plan as a PR exercise with unachievable targets or targets with too distant timeframes creates a negative perception about SA rather than energising and building this great state.
 
“What’s needed is a clear ‘road map’ of how to reach targets and clear indicators along the way to show that the targets on track to be met.
 
“Premier Rann has demonstrated to date that his main objective with the SA Strategic Plan is about self promotion and not about delivering for SA,” Ms Redmond said.
